Behind every mutation case, land verification report, disaster assessment, pension verification, compensation proposal and public service delivery stands a Revenue Field Officer working tirelessly in the field.
Unfortunately, the human side of these officers is often overlooked.
Many Revenue Inspectors and Assistant Revenue Inspectors routinely work beyond office hours, on weekends and even during public holidays. They travel hundreds of kilometres every month, often using personal resources due to inadequate allowances and infrastructure.
The expectation to achieve unrealistic targets with limited manpower has created unprecedented pressure on field staff. Family life is disrupted. Stress levels are rising. Public holidays are frequently cancelled. Yet the commitment to public service remains unwavering.
The Constitution guarantees every citizen the right to live with dignity. Public servants who dedicate their lives to serving society also deserve the same dignity and respect.
Mission Swabhiman was born from this simple belief: Revenue Field Officers are human beings, not machines.
The movement seeks practical and reasonable reforms:
• Rational workload distribution.
• Filling up vacant posts.
• Enhanced travelling and mobile allowances.
• Adequate infrastructure and digital support.
• Protection from unnecessary harassment.
• Respect for work-life balance.
The black badge programme and proposed mass leave are symbolic expressions of a deeper concern—the need to restore dignity to public service.
As Odisha advances toward modern governance, it is essential that the well-being of frontline government employees is not forgotten.
A strong revenue administration can only be built upon a motivated, respected and adequately supported workforce.
Mission Swabhiman is therefore not merely a movement of employees. It is a movement for a stronger and more humane administrative system
