Mission Swabhiman: A Fight for Dignity, Not a Protest Against Duty

For decades, Revenue Field Officers have stood at the forefront of governance, serving as the vital link between the Government and the people. Whether it is mutation, disaster management, land acquisition, election duties, paddy procurement, or implementation of welfare schemes, Revenue Inspectors, Assistant Revenue Inspectors, Revenue Supervisors and Amins have carried the burden of public service with dedication.

Today, however, the very workforce that sustains Odisha’s grassroots administration finds itself pushed to the brink.

With nearly 46% of sanctioned posts lying vacant, the existing workforce is expected to perform the duties of two officers while facing constant pressure, unrealistic targets, show-cause notices and threats of disciplinary action. Despite rendering services beyond normal working hours, field officers continue to work without adequate manpower, infrastructure, travelling allowance, mobile allowance and even basic office support.

Mission Swabhiman is not a movement against work. It is a movement for dignity, fairness and humane treatment.

The decision to wear black badges from 22 June and proceed on mass leave from 1 July has not been taken lightly. It reflects the collective pain of thousands of field officers who have silently endured excessive workload and administrative neglect for years.

Every employee deserves respect, reasonable working conditions and the opportunity to maintain a healthy family life. Revenue Field Officers are no exception.

The Association remains committed to public service and sincerely hopes that the Government will engage in meaningful dialogue and address these long-pending issues before the situation escalates further.

Mission Swabhiman is ultimately a call for justice, dignity and recognition of the invaluable contribution of Revenue Field Officers to Odisha’s development.
